29th of may 2009 the comorian government adopted a new law in order to struggle against washing money and financing terrorism. Union of comoros just adapted and adopted international standards in accordance with its treaties.

Anjouan hosted last 15th of march the fourth indian ocean women entrepreneurs forum. Women entrepreneurs from Maurituis, Madagascar, La reunion, Seychelles and Comoros met up each other in Anjouan the 2nd isle of the comorian archipelago. Entreprendre au Féminin de l’Océan indien (Efoi)”  is an indian ocean women organization with the assistance of comorian women organizations: associations des femmes entrepreneuses de l’Union des Comores, l’Efoi Comores and l’Initiative Femme Comores (Ifemco).

Sitou Rahada Mohamed (former minister),  Moina Fatima Djalim, minister of Education, and  Sitti Soifiat Tadjidine (secretary of economic plans) led the event by representing the comorian party. Hissan Guy from the indian ocean delegation reminded the goal of the event: reinforcing and builing strong partnership between women entrepreneurs in order to tackle the global crisis.

Comoro Gulf Holding added new activity on its pipe last 24 of january by launching  new bank in the comorian banking system. The new born is called Federal Bank of Commerce- Banque Federale du Commerce.

American governmental agency has signed several agreements in order to guarantee 60 investment projects through middle east, Africa and Comoros. This convention is the consequence of the agreement signed by comoros when it joined the general economic convention between America an Africa.

The convention has several goals:

- encouraging american investments in comors by supporting local productivity.

- America wants to galvanize investments in comoros islands thanks to overseas private investment corporation programs (opic). Opic is a us organism in charge of  developing insurance, coinsurance and reassurance by supplying loans .

- All measures have been taken by the comorian government in oder to make easier american investors in the archipelago.

Financial regulation: more authority to the Central bank of comoros – Banque Centrale des Comores June 20, 2009

Due to the global financial crisis, comorian assembly has increased the power of the first national financial institution: banque centrale des comores. Central bank of comoros will be in charge of:

- controlling, improving governmental standards, reinforcing financial transparency, clarifying banking missions statments in terms of moneraty policy, setting up regulation to the banking and insurance sectors and struggling washing money. 2 others state departments will reinforce internal regulation by creating 2 positions secretaries in charge of regulation and auditing.  The governor could be audited by the assembly.

Missions statements are:

-  creating accounting normalization commissiong

- eloborating, hormonizing and updating accounting standards regarding the Ias, Iferes standards.

- Coordinating cutting edge methods in relation with sectorial accounting standards.

3A Comores – comorian accounting structure advises the comorian government to encourage accounting companies to set up in, to complete the business legislation in accordance with its international agreements in order to tackle inflation (4,5 % in 2008) and set up best practices in terms of better governance.

The Union of chambers of commerce and Industry comoros led the last edition of the Indian Ocean islands economic forum in Comoros. The main goal was to meet up indian ocean business partners.
Indian Ocean islands economic forum is an annual business and economic event which invites entrepreneurs from indian ocean and public actors to meet up each other in order to accelerate development through indian ocean.
Comoros islands are the most opening country amoung the indian ocean countries in terms of foreign direct investment from Gulf arabic countries. Comoros is member of arab league and thanks to its closest relations with arab countries, it constitues a formidable windows to others countries which want to attract gulf arabic investments.

investing_comoros By Al-watan – the first newspaper in Comoros islands.

Abdulla Bin Gasem Al Noaini – general secretary of Golf Africa Leadership Forum led a delegation from 11th to 14th of June in Comoros islands.  This visit followed up comorian governmental recommendations which invites investors to come in Comoros and set up bunisess opportunities to the land.

Galf, a Qatari based investment agency which leads African and Gulf investors will be in charge of measuring Economic Competitiveness of Comoros. Qatari Emir supports the efforts from Ahmed Abdallah Sambi to open up Union of the Comoros to the gobal economy.

Emirati investors for Comoros will focusing on tourism sector which represent 25% of the comorian GDP.

Opening comorian IT sector to competition
Since october 2007, Union of Comoros is full membrer of World Trade Organization. After the liberalization and privatisation of the comorian banking sector, change has come also to comorian Information and Technology sector. In 1997 a law has started the liberalization, privatisation and denationalization of the national company specialized in postal and telecoms activities SNPT (societé nationale des postes et telecommunications). The ancient company is splited by two new ones: Comores Telecom first telecoms operator and SNPSF specialized on postal and financial activities. The objective was to break up the monopoly and decrease high prices.
COMESA and Indian Ocean Commission have supported the government to legislate the IT sector and integrate the global market. In July 2007, a presidential task force is created in order to set up the Information Communication Autority of regulation.
23rd of may 2009, new decree is edicted by the comorian government to confirm the liberalization of the IT sector and the creation of the IT nationa autority of regulation (NAR). A joint venture composed by a public and private companies is in charge of implementing mobiles and Internet networks. The both will deliver licenses of distribution to other companies which plan to invest in IT.
Benefits:
- encouraging Mobile Virtual Network Operators – MVNO companies to launch offers
- decreasing the mobiles and Internet fees
- offering a range of added values mobiles and internet services (WAP, free text messaging, TV, free ringtones)
- encourage innovation and competitiveness of IT companies
