France-Comoros: CF 81 millions for IT sector June 20, 2009

Codevelopment program led by the french ambassador in Comoros islands signed 8 developement agreements such IT , education sectors. The global amount will be 81 millions of comorian franc. 73 millions others fund will dedicate to creating water conveyance.

Opening comorian IT sector to competition
Since october 2007, Union of Comoros is full membrer of World Trade Organization. After the liberalization and privatisation of the comorian banking sector, change has come also to comorian Information and Technology sector. In 1997 a law has started the liberalization, privatisation and denationalization of the national company specialized in postal and telecoms activities SNPT (societé nationale des postes et telecommunications). The ancient company is splited by two new ones: Comores Telecom first telecoms operator and SNPSF specialized on postal and financial activities. The objective was to break up the monopoly and decrease high prices.
COMESA and Indian Ocean Commission have supported the government to legislate the IT sector and integrate the global market. In July 2007, a presidential task force is created in order to set up the Information Communication Autority of regulation.
23rd of may 2009, new decree is edicted by the comorian government to confirm the liberalization of the IT sector and the creation of the IT nationa autority of regulation (NAR). A joint venture composed by a public and private companies is in charge of implementing mobiles and Internet networks. The both will deliver licenses of distribution to other companies which plan to invest in IT.
Benefits:
- encouraging Mobile Virtual Network Operators – MVNO companies to launch offers
- decreasing the mobiles and Internet fees
- offering a range of added values mobiles and internet services (WAP, free text messaging, TV, free ringtones)
- encourage innovation and competitiveness of IT companies

Probably first came first served, but …

Dear Icann,

The first time I saw extension domain name of my country (Comoros islands) I was chocked. Because it is .KM pronounced  ”dat key Aim” instead of .com. Why?

It is not fair to give our original extension to all the world without thinking that will be acceptable to comorian citizens.  Because all of things are about money, I propose you to give 0,5% of the amount  of each domain name sold in order to help Comoros Islands to develop its Internet. The funds can be controlled by mixed organization international and national all of them will dedicate to IT educational programs.  I beg all internautes to support this idea by forwarding this message. This is a king og sustain development.

Comorian banking sectors is diversified and counts five major types of bank institution: central bank of Comoros, Commerce and Industry bank allied to BNP Paribas, Bank of development, mutual network bank and micro credit institutions (banque centrale des Comores -BCC, banque pour l’industrie et le commerce – BIC, banque de developpement des Comores – BDC, CNE, Sanduk-Meck). All of them are supported by national and international institutions and controlled by national legislation. KMF is the symbol of the comorian current known as weel as Comorian franc- CF. Comoros islands is member of the zone franc which garantees its a fixed convertibility between comorian franc and euro. 1 euro= 492 KMF.
Due to many reasons (not enough branchs, fees,) micro credit institutions are very popular with more than 40 of local branchs. Most of commercial and agricultural activities are supported by Meck the micro finance institutions. Mutual banking networks are well set up in several counties to comoros islands. The new policy is also to encourage comorian diaspora living in France to push Comorians to open bank accounts to their branchs based in Paris and Marseille. More than 100 000 Comorians are living in France and can be potential clients to the International comorian bank. With annual 20 billions of KMF sent by the comorian diaspora from France to Comoros islands, we can imagine launching e-banking services in order to facilitate funds between families based on the both countries. It means that comorian banks should create and encourage to implement e-banking services in order to transfer funds but also to be able to buy goods for online comorian online stores. This option will help comorian e-commerce sites and will boost digital comorian economy by using 20 billions of KMF not only for daily consumtion but for investing in business activities. Comorian diaspora can support online activities by shopping and using online comorian e-banking services. Travel, health insurance, money transfer, educational books, beauty products, childcare, mobile phones and cloths would be very easy to start up online Business.
